About the Ministry of Interior:


The establishment of the Ministry of Interior coincided with the formation of the first central government in Trans Jordan in 1921.  Over the past eight decades, the Ministry’s name was linked with the process of building the modern Jordanian state institutions, the task of preserving security and public order, and providing the best service to citizens in urban, rural and Bedouin areas.



Like other state institutions, the Ministry of Interior kept abreast with the social and economic development of the country, forming the framework through which Jordanian innovative, administrative and legal potential have interacted leading to the achievement of the best form of the modern state that is based on the sovereignty of law and respect of rights of individuals and groups.



In 1931, the Ministry of Interior acquired its naming and assumed its vast and various tasks, which, in addition to its main task of preserving security and public order, included protecting lives and public and private property, and providing services.



Supervision of projects and programs:

One of the royal initiatives of His Majesty King Abdullah II bin Al Hussein was to assign the governors the task of following up and supervising developmental projects in the governorates.  This was done in order to develop and improve all types of services provided to citizens and with the aim of raising the individual’s standard of living, as well as investing the legal and administrative authorities granted to governors through the laws, regulations and instructions in effect. This is done through:



1.        Preparing a suitable environment for all levels of investment and strengthening cooperation between the private and public sectors.

2.        Following up on the implementation of developmental projects and their level of compliance with set timelines.

3.        Addressing causes of failure of developmental projects through the governors using all legal and administrative and otherwise accountability.

4.        Preparing capital budgets for governorates in cooperation with executive and investment councils leading to the preparation of a capital budget that guarantees the fulfillment of citizens’ needs in their different residential locations.

5.        Training and qualifying promising leaderships to follow up and supervise developmental plans, through the development unit at the Ministry and the development units in the governorates.



Under His Majesty King Abdullah II bin Al Hussein, the Ministry continues its efforts to maintain and strengthen its accomplishments by:

·            Entrenching modern administrative concepts on the basis of facilitating matters for citizens.

·            Avoiding forms of complications and bureaucracy.

·            Raising the level of efficiency and productivity of Ministry employees.

·            Expanding the authorities of governors in the field and directors at headquarters for the sake of sustainable development and the implementation of developmental projects.

·            Reconsidering laws and regulations that govern its work.

·            Keeping up with the public national policy of encouraging investment and tourism.

·            Facilitating the arrival and residency of Arab and foreign investors in the Kingdom.

Ministry of Information and Communications Technology



Established in April 2002, the Ministry of Information and Communications Technology [MoICT] is the governmental entity responsible for articulating policy in the areas of information technology, telecommunications, and post in the Hashemite Kingdom of Jordan.

In addition to developing, incubating, and supporting ICT initiatives at a national level, the Ministry’s mandate includes stimulating local and foreign technology investments as well as promoting awareness and adoption of ICT by all segments by all segments of the population, in an all-inclusive approach.

The Ministry, through a dynamic public-private partnership process, works to create, promote, and drive new ICT opportunities in Jordan, which will facilitate the positioning of the Kingdom as a regional player in technology adoption and development, a key step to creating a knowledge-based economy.

The Ministry is currently articulating Jordan’s policies and strategies for liberalization of the telecommunications sector in both mobile and fixed line telephony, overseeing the creation of a more independent regulator and the formation of a combined national spectrum unit. These, as well as the formulation of national IT policies, are within its mandate of charting a strategic plan for the development of the ICT sector in Jordan.

Structured as a “think tank”, the Ministry’s work plan reflects its objective of creating the enabling legal, commercial, and regulatory environment receptive for technology introduction as a catalyst towards the larger socio-economic development of Jordan.

Introduction

The Ministry of Industry and Trade has been known throughout its long history by different names. It was called The Ministry of Trade, The Ministry of Economy and Trade, and The Ministry of National Economy, until it settled on the name, The Ministry of Industry and Trade since 1975 until now.

According to its law number 18 for the year 1998, the Ministry takes on the responsibilities of regulating the industry by type, classifying it, registering it according to an internal regulation, and preparing the programs and studies that work on developing the industry and increasing its competitiveness.

The Ministry also takes on the task of regulating the internal and external trade, monitoring it, and preparing the studies and the agreements that protect the interest of the country and the citizen.

Finally, The Ministry takes upon itself the study of trade and industrial blocs and authorities, Arab and international, recommending to The Council of Ministers ways to deal with them, the feasibility of joining them, and showing their effect on the national economy.

·            Authenticate certificates as requested by the industry.

·            Perform the temporary entry status raw material input formula calculation and issue the related certificates.

·            Calculate local content of Jordanian products and issue the related certificates.

·            Respond to requests from industry to issue various types of certificates by doing the necessary verification and investigation and issuing the appropriate certificates.

·            Activate and implement the National Quality Award Program. Establish the basis and standards for the program for the services and manufacturing sectors and promote the program nationwide.

·            Inspect and supervise newly licensed and established industries for compliance with the appropriate standards and develop and implement a unified inspection procedure.

·            Coordinate with Bi/Multilateral and government agencies in the development and implementation of industrial development programs.

·            Monitor development and assistance programs and develop an up-to-date register of current and future program information.

·            Provide guidance to investors on the role, activities and programs of the Industrial Development Directorate and the services it provides.

·            Provide guidance and information on the processes and criteria for industrial registration and licensing.

·            Coordinate with relevant departments to facilitate handling and processing of industrial issues and requests.

Introduction

The Establishment of the Ministry of Agriculture



The first Ministry of Agriculture was formed in the Emirate of Trans Jordan as part of the thirteenth Cabinet reshuffle on 6/8/1939. The first agriculture-related law (before the formation of the Ministry) was the Plantation Law that was adopted in 1927. This was the beginning of the adoption of agriculture-related laws and regulations.



The Ministry’s General Objective: The Development of the Agricultural Sector



The Ministry is responsible for regulating the agricultural sector, its growth and development, in order to achieve the following objectives:



·         Raising self-dependence in providing foodstuff.

·         Guaranteeing the sustainability of production and resources without damaging the environment.

·         Increasing the income of farmers and improving their standard of living.

·         Providing a climate suitable for investment in the agricultural sector.

·         Developing rural areas and raising their production capabilities on the level of individuals and resources.

·         Preserving agricultural resources and the environment and efficiently using them.

·         Achieving fairness between the agricultural sector and other sectors within the same sector.

·         Encouraging youth and members of society, men and women, to work in agricultural production.



The General Foundation of the Ministry’s Work:



·         Supporting the regulatory, consultative and developmental function.

·         Implementing and executing agricultural policies and following-up on their effect on the agricultural sector.

·         Activating public participation in the make-up of the agricultural policy and in the decision-making process related to the agricultural sector.

·         Reformulating legislations to suit the agricultural strategy and policy.

·         Providing the Ministry and its institutions with qualified technical skills and developing their work force.

·         Activating the role of the private sector in agricultural development.



The Ministry’s Tasks



The Ministry works on planning, regulating, and setting instructions and programs, and it follows up on their implementation to increase production, preserve the environment and natural resources, and to achieve the objectives of agricultural development in line with the Agricultural Law and the agricultural polices in effect, in cooperation with relevant parties.



The Ministry’s Duties:



In order to achieve the general objective of the Ministry, an appropriate economic environment must be provided, as well as institutional and legislative frameworks to effect change in rural areas and in the functions of the agricultural sector, in order to accommodate developments and challenges that face this sector. This is achieved by:



·         Providing a suitable climate for the private sector to perform a major role in agricultural development.

·         Implementing government policies that support agricultural production and rural development.

·         Activating farmers’ participation in settling development policies and priorities and in implementing programs and activities.

·         Guaranteeing, complementing and coordinating agricultural policies with state policies and policies of other sectors.

·         Adopting agricultural development as the basis for comprehensive rural development.

Introduction

Higher education in Jordan continued to develop until the first Jordanian university was established in the capital Amman in 1962, and was named University of Jordan. Fifteen years later, Yarmouk University was established in the northern city of Irbid in 1976, followed by the establishment of Moutah University in the south near the city of Karak in 1981. In 1986, some science faculties were separated to form another university named the Jordan University of Science and Technology (JUST). Aal Al Bait University was then established in 1994, followed by the Hashemite University in 1995. Balqa Applied University was established in 1997 and undertook the responsibility of re-organizing community colleges and rectifying their curriculum in addition to being an official university granting Bachelor degrees similar to other official universities.

In addition, four-year university colleges were established, such as Amman University College for Technological Engineering in 1988 and College of Da’wa and Religious Principles in 1990. In 1999, the University of Al Hussein Ibn Talal was established in the city of Ma’an in the south.

In 1989, the Private Universities Law was enacted, permitting the establishment of private universities, and the first private university was established in 1990, followed by the establishment of a number of private universities, reaching twelve private institutes of higher education at present.

Interest in the supervision of higher education lead to the Higher Education Law, passed in 1980. In 1982, the Higher Education Board was established, followed by the Ministry of Higher Education in 1985, and the Higher Education Law no. (28) for the year 1985 was enacted, setting the objectives of higher education as well as the authorities and responsibilities of the Higher Education Board and the Ministry of Higher Education and its relations with institutes of higher education.

Thirteen years later, the Higher Education Law no. (6) for the year 1998 was enacted, canceling the Ministry of Higher Education and replacing it with the Higher Education Council, and affiliating community colleges with Al Balqaa Applied University.

On June 19, 2000, the Royal Address of His Majesty King Abdullah II appointing the new cabinet, included the re-establishment of the Ministry of Higher Education and Scientific Research, to undertake the supervision and close control of public and private institutes of higher education and work towards raising their level to become a model of advanced education, so that Jordan’s educational plans and programs are connected to the needs of its community and its aspirations for development and change.

About the Ministry of Health:



For the past forty years, Jordan has witnessed expansive growth in the health sector during which great accomplishments have been achieved in various fields of medicine. This has all taken place despite the harsh conditions the country has been through as a result of the Palestinian tragedy (Nakba) of 1948 and 1967, and the negative impact it left.



However, the real boom came after the independence and establishment of the Kingdom and the unification of the two banks of Jordan. This went through the following phases:



·            The first Ministry of Health was established in 14/12/1950.

·            The Ministry began its duties in 1951, the beginning of the health development boom in Jordan.

·            The first accomplishment was the establishment of (6) departments in the districts headed by a physician and under the central administration of the Ministry.

·            1953-The first nursing college was opened.

·            1953- The Central Laboratory for Medical Tests was opened.

·            1954- Doctors Union was established.

·            1962- Princess Mona Nursing College was established.

·            1963- Health insurance was first introduced to the Jordanian Armed Forces.

·            1965- The Ministry implemented the first civil health insurance.

·            1970- College of Medicine at the University of Jordan was established.

·            1971- General Health Law no. (21) was issued.

·            1973- Al Hussein Medical Center was opened.

·            1973- The allied medical professions institute was opened in Amman.

·            1977- Regulation for the Higher Council for Health no. (60) was issued.

·            1978- The allied medical professions institute was opened in Irbid.

·            1980- College of Pharmacy at the University of Jordan was opened.



The Ministry of Health undertakes all health affairs in the Kingdom and its tasks and duties include:

1.        Maintaining public health by offering preventive, treatment and health control services.

2.        Organizing and supervising health services offered by the public and private sectors.

3.        Providing health insurance for the public within available means.

4.        Establishing and controlling the management of health educational and training institutes and centers according to relevant provisions of the legislations enacted.



The Ministry, in coordination with concerned parties, works to achieve the following:

1.        Encourage healthy patterns and behaviors including physical activities, healthy diets and anti-smoking campaigns and other practices scientifically proven to improve health.

2.        Raise public health standards by fighting diseases resulting from malnutrition through adding nutrients like iodine, iron and vitamins to foods, or by changing their components, or by banning marketing food substances that are hazardous to one’s health.

3.        Encourage natural child nursing and ban promoting alternatives to breast-feeding. To this end, the Ministry has the right to stop commercials by any means of the media and control the production, design and publication of such materials.

4.        Provide necessary services for mother and child care during pregnancy, birth, pre and post-natal periods and child growth. Along this line, the Ministry also administers vaccines and promotes family planning campaigns.

5.        Mandatory pre-marital medical testing. Terms and conditions of this test are determined by the acts issued according to provisions of this law. Failing that, no marriage contract will commence.

6.        Provide preventive health services to children in public schools kindergartens and nurseries.

7.        Provide and extend health services to some non-government schools, kindergartens and nurseries or enforce offering them under the supervision of the Ministry.

8.        Implement and control health programs for the old and supervise health conditions of senior citizens’ homes and institutes.

9.        Control the professional environment and health conditions of workers at factories and industrial institutes to ensure their health and safety.

10.     Implement health programs and activities to fight non-contagious spreading diseases such as heart diseases, cancer, diabetes and other similar diseases constituting a threat to public health.        

Ministry of Awqaf Islamic Affairs and Holy Places

Introduction

Brief Overview:



Awqaf affairs in Jordan and Palestine were formerly organized through the administration of the Ottoman Agreement issued on 19 Jumada II, 1280 Hijri. This remained in force until it was cancelled by Article (10) of Islamic Awqaf Law of the year 1946.



It is noteworthy that the First Fundamental Law of Trans Jordan, (30 Shawal, 1346 Hijri corresponding to 19/4/1928) took special interest in the Islamic Awqaf, Article (61): (Islamic Awqaf affairs and administration of Waqf financial affairs are managed by a special law. Waqf affairs are governmental issues.)



Upon the declaration of the Hashemite Kingdom of Jordan in 1946, the Constitution emphasized the aforesaid as stated in Article (63): (Islamic Awqaf affairs and administration of Waqf financial and other affairs are managed by law.) After the declaration of the Kingdom, the Law of Islamic Awqaf No. (25) of the year 1946 was issued. The same law had previously been issued as a temporary one under Article (4) of the same year and was endorsed by the Legislative Council with some amendments and additions on 21/ 11/1946. The Law of Islamic Awqaf was ratified and issued by a Royal Decree on 2/12/1946. The Law was issued as temporary according to Article (61) of the Fundamental Law since the (Jordanian) Constitution was not yet declared. Upon presentation to the Legislative Council, it was re-issued as a permanent law and was enacted by reference to Article (61) of the Kingdom’s First Organic Law at the time of declaration of independence on 25/5/1946. No reference was made to Article (63) of the Constitution as the latter was only declared on 12/ 6/ 1946. Moreover, Awqaf Law No. (1) of the year 1946 issued by virtue of law had been issued on 12/6/1946 according to Awqaf Law No. (4) of the year 1946 and which later became permanently named Law No. (5) of the same year.



The First Organic Law of the Emirate of Trans Jordan and the Constitution of the Kingdom during the time of late King Abdullah I, founder of the Kingdom, stated that Awqaf affairs and financial matters are to be organized by a special law due to its distinguished status. Waqf has its own independent entity; its funds are not to be mixed with other public funds; it is totally independent of any other bodies whilst giving it and its funds all the privileges that public and government funds and interests enjoy. This came as early recognition of the importance of Waqf to guard and protect it from loss and aggression, enabling it to fulfill its mission while seeing to its total independence.



The Ministry of Awqaf was renamed on 16/1/1968 according to Law no. (4) of the year 1968 which stated that the Director of the Higher Council of Awqaf or the Supreme Judge assumes the cabinet of Ministry of Awqaf to be known from therein as Ministry of Awqaf, Islamic Affairs and Holy Places.



In Palestine, however, Awqaf affairs were managed through the Higher Islamic Council according to Islamic Council Regulation issued in Palestine on 20/12/1921 during the British Mandate. Following the declaration of unification of the two banks of Jordan at the Jericho Conference on 1/12/1948, the Lower House of the Parliament ratified the unification on 13/12/1948 and law no. (62) of the year 1951 was issued. Unification was announced after parliamentary elections (to include MPs from the two banks of Jordan) on 24/4/1950.



Law no. (62) stated the adoption of the provisions of Awqaf Law no. 25 of the year 1946 throughout the Kingdom as of 1/5/1951.



Jordanian laws for Awqaf affairs remained in force over the two banks even after the Israeli occupation. The Jordanian Ministry of Awqaf continued to directly manage the affairs in the West Bank and relations were not severed even after the legal and administrative disengagement with the West Bank in 7/8/1988 in order to allow the Palestine Liberation Organization (PLO) to regain the rights of the Palestinian people on their land. The Rabat Arab Summit Conference, in 1974, declared the (PLO) as the only legitimate representative of the Palestinian people as of that date. However, Islamic Awqaf affairs and the Eastern Courts were excluded (from the disengagement) due to their significance and lest they fall directly under the Israeli Ministry of Religious Affairs.



When the Palestinian National Authority assumed its responsibilities and requested to be entrusted with Awqaf affairs and the religious courts, the government in Jordan agreed to administrative and legal disengagement with religious courts and Islamic Awqaf in the West Bank. By this, the courts came under the jurisdiction of the Palestinian authority according to the laws and provisions in force at the time and before the agreement. Nevertheless, Jordan excluded eastern courts and Awqaf in Jerusalem from the disengagement agreement as the issue of Jerusalem was postponed until the time of the final negotiations. Up to this date, Jordanian laws regarding Islamic Awqaf in the holy city are still applied.



Objectives:

1.        Maintenance, development, preservation, and management of mosques and Awqaf funds.

2.        Development of mosques to deliver the message of Islamic education.

3.        Nourish the spirit of sacrifice, strife and stability in the nation and strengthen morals through the teachings of Islam and guidance of the faith.

4.        Nurture and solidify Islamic mannerisms in the private and public lives of all Muslims.

5.        Support public Islamic functions and the scriptures; call for the establishment of religious institutes and schools to teach recital of the Holy Koran.

6.        Spread Islamic culture and preserve Islamic heritage; reveal the role of Islam in the elevation of mankind and bring Muslims closer to their faith.



To achieve all the above-mentioned objectives, Article no. (3) of the Administrative Organization Law No. (16) of the year 1997 has defined the means by which the Ministry will realize its goals stating: For the Ministry to achieve its goals stated in Article (3) of Ministry Law of Awqaf and Islamic Affairs and the Holy Places no. (26) of the year 1955, the Ministry will:



1.        Maintain, preserve and manage the affairs of Islamic Holy places and maintain Islamic relics such as mosques and holy shrines.

2.        Oversee the construction, maintenance and financial management of mosques to enable them to carry their mission.

3.        Supervise and manage schools teaching the Holy Koran and establish others; organize Koran recital contests on the national and international levels.

4.        Supervise and manage Islamic Cultural Centers and help establish others.

5.        Print, sanction and edit new editions of the Holy Koran printed locally or abroad.

6.        Publish Islamic texts and books and in particular Islamic heritage texts and encourage research and Islamic studies.

7.        Promote and encourage Waqf philanthropist deeds; consolidate the true meanings of Islamic Waqf and its role in economic and social development and societal solidarity.

8.        Guide Muslims to virtuous ways and acquaint them with principles of their faith through sermons and preachings, lectures, seminars, publications and other methods that serve the purpose.

9.        Manage the affairs of Hajj and Omra to ensure the safety of pilgrims.

Introduction

Culture is a wide concept that cannot be summarized in a few words. It is a cumulative end result of human experience along the continuous extension of history within a geographic domain. It is a group effort, not produced by the elite alone, although it is directed and lead by it. The elite is merely part of society, that includes, within the unit, various types and colors that are formed by virtue of the development of society, and it is ever growing and reacting with cultures of different nations, in both directions, as long as communication channels with the other are open, and as long as opportunities for friction are available and well-facilitated, as is currently prevalent. This poses a serious challenge to us, when we talk about national culture. Establishments that deal with the cultural product, in its different varieties within the same domain are distributed among governmental, national, commercial and expatriate. They also vary in their media, promotion, economic and artistic capabilities as well as its human resources. Its interests and objectives also vary, as each has its own interest in the prevalence of the cultural patterns that suits it and achieves its interests, which indicates that culture is a distinctive factor in comprehensive development and a hotline of confrontation between nations in an age where traditional confrontation methods lose their effectiveness after losing their ability to excel in its industry, in light of prevailing knowledge and globalized culture.



The quick and amazing pace of development in the international society where we live compels us every day to receive a flood of new scientific inventions and discoveries, and consequently, various patterns of cultures that produce these inventions and discoveries, that we cannot do without due to the interaction between all these factors on one hand, and our desire to go along with the fast pace of the time on the other, so we are not excluded from the world around us. Thus, culture cannot be restricted to literature, art, heritage and history alone, as it is a continuously flowing stream of material and conceptual items.



Since we cannot control the incoming tide of other nations’ cultures, for various considerations, some of which are technical, the others dictated by the natural need to open up to others, as is the case with other societies, it has been incumbent upon us to accept the challenge and regain confidence in our national cultural product, indulging it into the conflict that takes the shape of a peaceful encounter, and prepares our Arab Jordanian Muslim citizen with cultural knowledge that grows with him/her and practices it in the forms of songs, poetry, music, attire, concepts, science and philosophy, … etc, so as not to be taken when exposed to the open-wide window of modern customs and practices.



Being familiar with other cultures and benefiting from them is liked and required, but not before the individual is full with the national culture that would help him support his/her intellectual system with what does not conflict with the basics and reference points of our nation. This does not preclude shunning what is derelict in our culture for the sake of renewal, especially those parts that hinder development and prevent replacement as a result of blind fundamentalism. Culture is an active, continuously growing being that destroys damaged tissues and builds new ones.



The Ministry of Culture strives to undertake its responsibilities in promoting culture and deepening loyalty and pride in the Arab national Islamic culture, and in classical language, restricting Ministry subsidies to what is written in this language. The Ministry also strives to provide opportunities of fruitful interaction and communication with other human cultures in a balanced manner, and dedicating the principle of democracy, which requires freedom of expression, and celebrate Amman’s appointment as the Capital of Culture for the year 2002.



In realization of these noble objectives, the Ministry supports prominent and rising thinkers, writers, and artists and encourages authorship, translation, publishing, and distribution, and encourages artistic, traditional and national theatre, and participates in local, Arab and international conferences and exhibitions. Introduction

Since the First National Conference for Educational Development convened in 1987, the Jordanian educational system has achieved material achievements in terms of quality and quantity, evident in the development of the educational policy, modernization of the educational infrastructure, increase in the average number of students joining the educational system, increase in the number of students, teachers and schools in all school levels, emphasis placed on the importance of free compulsory education and increasing its duration from nine to ten years, as well as the diversification of vocational training education and its areas of specialization in order to contribute to fulfilling the needs of the labor market of skilled labor. In addition there has been comprehensive development in curriculum and textbooks, achieving outstanding progress in developing school buildings, facilities, educational premises and educational technologies, and developing supervisory, educational, administrative and technical frameworks, in training and rehabilitation terms. In order to deepen the qualitative impact of the educational development process, increase the level of education and improve its quality, Jordan has emphasized the need to be in-line with scientific, educational and technical new developments, and to be aware of developmental, regional and international models and experiences that can be benefited from when introducing educational modernization in the educational system and its various activities.



Realizing the major role that education plays in enhancing human development, and believing in the necessity of achieving a balance between the quantity dictated and the quality desired in the educational system, concentration has focused on modernizing curriculum and textbooks, and to include in them modern concepts in areas such as population, environmental, health, and traffic education, and to dedicate concepts such as democracy and human rights, and to emphasize national, patriotic and human dimensions, and to enhance student scientific research skills.



In line with international trends, a comprehensive evaluation process was implemented of the efforts exerted by all official, national and voluntary societal establishments, concerning the “education for all” program, and its fields and activities. A national report was prepared in light of the evaluation results, and was presented in a national symposium in which all concerned parties took part, surveying the most important future policies and aspirations in the area of “education for all”.



The Broad Objectives of the Education and Training Sector



The general common objectives that the education, higher education, and vocational training sectors aspire to achieve as an integrated system during the implementation stage of the five-year plan for the education and training sector in the Kingdom (1999-2003), may be highlighted as follows:



1.        Raising the efficiency of the education and training systems and increase their efficiency, taking into consideration the economies of these systems in their inputs, operations and outputs.

2.        Developing the infrastructures of the educational and training establishments.

3.        Developing the qualitative sides of the educational and vocational training systems, and aspire to achieving excellence in their programs and their diversity, resulting in graduating qualified human resources capable of competing in the local and Arab labor market, and of accommodating the globalization and information age.

4.        Reacting with the development of international culture, getting exposed to international experiences, and accommodating technical and scientific development in the various areas of education and training.

5.        Increasing compatibility and develop links and channels between the educational and training systems outputs, and the requirements of economic and social development.

6.        Enhancing democracy and equal opportunity between regions in the educational system and achieve equilibrium between individual requirements and needs from one side, and societal and developmental requirements from the other.

7.        Building partnership relationships between educational and training establishments and societal sectors and providing support for joint projects between them in areas such as exchange of expertise, consultation, services, research, training and educational facilitation.

8.        Developing and expanding the private sector’s national role, increasing its efficiency in the areas of planning, implementation and funding as related to human development, encouraging it to invest in educational and training sectors, and strive for enhancing the role of Jordan as a regional center for higher education in the area.

9.        Increasing and diversifying funding sources and developing the contribution of the national sector in them.

10.    Achieving vocational growth for those working in the educational and training institutions, and working at linking promotion to vocational growth.

11.    Developing administrative, financial and technical aspects of the educational and training institutions and deepening the role of decentralization in work.

12.    Updating legislation governing the performance of educational and training institutions in line with developments.

13.    Broadening the opportunities for female education and vocational training, especially in areas where she already practices work, activating the role of the educational system in enhancing the position of the woman in the family and society, and activating her role in economic and social development.

Establishment of NRA

Natural Resources Authority (NRA) was established in 1965.  In 1968  Law number 12 was authenticated to regulate tasks, responsibilities and management of NRA.

Since 1985, the Minister of Energy and Mineral Resources was assigned as the President of NRA. NRA is structured in a way to serve and pursue its purpose to increase the share of the mining sector in the national GDP.

NRA Main Responsibilities

·            Suggest policies to investigate, develop and exploit energy and mineral resources.

·            Explore and prospect of mineral resources in the form of the executing geological, geophysical, geochemical, technical  and economic studies.

·            Adopt plans and programs to administer laws and regulation in various fields of mineral resources.

·            Enhance cooperation with various Government entities, in the form of establishing a data and documentation centre.

Establishment of The Ministry of Finance:

The Ministry of Finance was established at the time of the first formulation of the Jordanian cabinet which was on April 11th, 1920 during the reign of Trans Jordan Emirate.
The following departments were later linked to the Minister of Finance in terms of their establishing laws: Customs Department, Income Tax Department, General Budget Department, Land and Survey Department, General Supplies Department, General Sales Tax Department, Jordan Investment Corporation, and the Free Zones Corporation.

Functions and Duties:

1.        Planning for the implementation of the fiscal policies, following up the collection of public revenues and proceeding them to the Treasury, supervising the spending of public expenditures and organizing the accounts related to both revenues and expenditures according to the financial legislation.

2.        Managing cash flows to provide liquidity and to direct public investment according to the monetary and fiscal policies.

3.        Studying and analyzing the monetary, fiscal, and economic situations and evaluating the tax policies and procedures.

4.        Managing the civil and military pension affairs and the compensations according to their laws and bylaws, besides managing the funds of both the Social Security and Employee Savings.

5.        Studying and following-up the issues that lead to government rights or require taking legal actions in court.

6.        Preparing, developing and updating the draft financial legislation related to public revenues and expenditures.

7.        Cooperating and coordinating with the responsible authorities in preparing and following up the social and economic development plans.

8.        Cooperating and coordinating with the Central Bank of Jordan in achieving the harmony between the fiscal and monetary policies to support the national economy.

9.        Expressing the opinion and advising on draft laws, bylaws, agreements and any other subjects that generate financial obligations on the Treasury.

10.    Cooperating and coordinating with the ministries and governmental departments to train and rehabilitate the cadres in finance and accounting.

المقدمة

·      تبنت الحكومة الأردنية عام (2004) وثيقة السياسات الحكومية لإصلاح القطاع العام التي جاءت تحت عنوان " إدارة حكومية أفضل لتحقيق نتائج أفضل 2004-2009"، والتي تم إقرارها من قبل مجلس الوزراء في جلسته المنعقدة بتاريخ 18/10/2004.

·            انبثق عن وثيقة السياسات، برنامج تطوير القطاع العام والذي تضمن ثمانية مكونات أساسية هي:

o             دعم رسم السياسات واتخاذ القرار

o             متابعة الأداء الحكومي

o             تحسين نوعية الخدمات الحكومية وتبسيط الإجراءات

o             إعادة هيكلة المؤسسات وتنظيمها

o             إدارة وتنمية الموارد البشرية

o             تطوير الإدارة المالية

o             إدارة البرنامج

o             الاتصال والتوعية

·      تم تشكيل "اللجنة الوزارية لإصلاح القطاع العام"، لتكون مهمتها وضع السياسات العامة وممارسة الدور الإشرافي لتنفيذ برنامج تطوير القطاع العام.

·      تم ترجمة وثيقة السياسات وبرنامج تطوير القطاع العام إلى إستراتيجية تنفيذية لتطوير القطاع العام (Strategic Program Plan ( SPP))، حيث تضمنت الإستراتيجية كافة البرامج والمشاريع التي سيتم تنفيذها لتحقيق أهداف مكونات برنامج القطاع العام وذلك خلال الفترة الزمنية مابين 2005 ولغاية نهاية عام 2009.

·            تم إقرار هذه الخطة من قبل اللجنة الوزارية لإصلاح القطاع العام في اجتماعها المنعقد بتاريخ 3/4/2006

·            تم إنشاء وزارة تطوير القطاع العام سنة 2006 لُتعنى بتنفيذ خمسة مكونات رئيسية من البرنامج وهي:

o             تحسين نوعية الخدمات الحكومية وتبسيط الإجراءات

o             إعادة هيكلة المؤسسات وتنظيمها

o             إدارة وتنمية الموارد البشرية

o             إدارة البرنامج

o             الاتصال والتوعية

لتحديد الاتجاه المستقبلي والنتائج المرجوة من تطوير القطاع العام فلا بد من أن يتم تحديد الأهداف الوطنية المناط بالقطاع تحقيقها، وكذلك الرؤية المستقبلية والرسالة ومجموعة القيم لهذا القطاع، وقد كانت نتيجة التحليل ما يلي:

المقدمة

نشأة وزارة النقل:

أنشئت وزارة النقل في بداية عام 1965 حيث كانت تسمى وزارة المواصلات (سكك، طيران وموانئ)، وقد اتخذت الوزارة شكلها الرسمي عام 1971 عندما صدر قانون وزارة النقل رقم 42 الذي ما لبث أن أصبح قانوناً دائماً في عام 1972.



وقد أناط القانون بالوزارة مسؤولية تنظيم قطاع النقل في المملكة بكل ما يشتمل من وسائط ووسائل نقل ومعدات ثابتة ومتحركة وعاملين وخدمات مرافقة، ووضع الخطط والدراسات اللازمة لتحديد احتياجات البلاد من وسائط النقل وتطوير هذا القطاع على المستويين المتوسط وبعيد المدى إضافة لإعداد القوانين والأنظمة والتعليمات التي تنظم شؤون النقل وتحديث تلك التشريعات بما يتلاءم وحركة النقل الداخلي والخارجي ثم صدر قانون النقل رقم (89) لسنة 2003 ليعكس الواقع الحالي والدور المستقبلي للوزارة وبموجب هذا القانون تتولى الوزارة المهام والصلاحيات التالية من أجل تحقيق أهدافها:-



    وضع السياسة العامة للنقل والإشراف على تنفيذها بالتنسيق والتعاون مع الجهات ذات العلاقة.
    تنظيم قطاع نقل البضائع على الطرق وخدماته والرقابة عليه ومنح رخص مزاولة العمل للأفراد والشركات في جميع أنشطته بالتنسيق والتعاون مع الجهات المختصة.

    تنظيم قطاع نقل البضائع على السكك الحديدية وخدماته والرقابة عليه ومنح رخص مزاولة العمل في جميع أنشطته بالتنسيق والتعاون مع الجهات المختصة.

    متابعة تطبيق المواصفات والمقاييس والمعايير المعتمدة وفقا للتشريعات النافذة.

    متابعة تطبيق اتفاقيات النقل الثنائية بين المملكة والدول الأخرى وكذلك الاتفاقيات الدولية التي تكون المملكة طرفا فيها.

    تمثيل المملكة لدى أي جهة معنية بالنقل العربية منها والدولية ومتابعة فعالياتها وذلك بالتنسيق والمشاركة مع الجهات المختصة.

    إجراء التحقيقات والدراسات اللازمة في حوادث النقل بمجالاته المختلفة ودون الاخلال باحكام
    اي تشريعات اخرى نافذة.

    وضع اجراءات الوقاية من حوادث النقل وتطويرها حسب المتطلبات العالمية بالتعاون والتنسيق مع الجهات المعنية الاخرى.

    إعداد البحوث والدراسات اللازمة لتطوير القطاع وإصدار النشرات والتقارير الدورية عن أنشطته.

    إنشاء بنك معلومات النقل.

يحظى قطاع المياه في الأردن ومنذ عهد الاستقلال باهتمام كبير من قبل القيادة الهاشمية حيث أكد جلالة الملك الراحل الحسين طيب الله ثراه على أن تنمية قطاع المياه هو الركيزة الأساسية لتطوير كافة القطاعات التنموية في الأردن كما ركز جلالة الملك عبد الله الثاني المعظم على موضوع المياه واعتبره أولى أولويات عمل الحكومات المتلاحقة في عهده الميمون نظرا لما تشكله المياه من حاجة أساسية لبقاء ونماء وتطور الحياة وعنصرا أساسيا" من عناصر التنمية في الأردن ولقد مر قطاع المياه بعد مراحل متداخلة شهدت تطورا ملموسا على كافة خدمات المياه رغم التحديات التي تواجه هذا القطاع خاصة مع بداية التسعينات والمتمثلة بشح الموارد وضعف قدرتها على تلبية الاحتياجات المتزايدة يوما بعد يوم والتي فرضتها الزيادة الطبيعية وغير الطبيعية في عدد السكان وارتفاع مستوى المعيشة والتطور الاقتصادي والاجتماعي والسياحي في الأردن في الوقت الذي كانت الخدمات المائية في المملكة وخاصة في القطاع المنزلي تتم بصورة تقليدية ومن خلال الآبار التجميعية ومياه الينابيع التي كانت مياه الأمطار تشكل الرافد الرئيس للأغراض الزراعية.





إنشاء الوزارة:



بعد ظهور بعض التداخلات في الصلاحيات ما بين السلطتين (المياه, ووادي الأردن) خاصة فيما يتعلق بمصادر المياه وتطويرها. وأولويات التوزيع المائي خاصة في الأوقات التي يشتد الطلب فيها على المياه والحاجة لوضع سياسة مائية متزنة تأخذ بعين الاعتبار تطوير كافة مصادر المياه من خلال مشاريع مائية للأغراض المنزلية والصناعية والزراعية والسياحية بموجب خطة وطنية طويلة الأجل تحد من الازدواجية ومن اجل وضع الاستراتيجيات والبرامج الخاصة بتنفيذ السياسة المائية التي تأخذ بعين الاعتبار الاحتياجات الحاضرة والمستقبلية في ضوء ما يشهده الأردن من نمو وتطور في مختلف المجالات ومن اجل استمرار مواكبة هيكلة قطاع المياه وتنظيمه بما ينسجم مع أهداف الوزارة وتحديد صلاحيات المؤسسات التابعة لها كمؤسسات معنية في الجانب التنفيذي لأعمال الوزارة ومهامها في حين تحدد صلاحية التخطيط والتنظيم ورسم السياسات والاستراتيجيات وتخطيط وتنفيذ برامج النوعية المائية بالوزارة جنبا إلى جنب لتنفيذ المشاريع الكبرى وخاصة المشتركة مع دول الإقليم خاصة تلك التي انبثقت عن اتفاقية السلام والتي فتحت آفاقا عديدة للتعاون وتنفيذ المشاريع وما يلحق بذلك من أعمال الدراسة والتقييم والتمويل وغيرها فقد اصبح إنشاء مؤسسة تجمع في مسؤولياتها وهيكلها الإداري كل مسؤوليات المؤسسات المعنية بقطاع المياه مطلبا ملحا دفع بالحكومة لإنشاء وزارة المياه والري في 1/10/1988 حيث أصبحت تظم سلطتي المياه ووادي الأردن وفي الوقت الذي تتطلع فيها معظم القطاعات الاستثمارية في دول العالم للاستثمار في المنطقة وهذا بدوره يحتاج إلى استعداد ومؤسسية مخططة ومبرمجة تستطيع التعامل مع المرحلة الجديدة واستحقاقاتها بحيث تفعل العمل في أداء الأجهزة وترفع من كفاءة الخدمة المائية وتفعيل دور القطاع الخاص الذي اصبح من الضروري مشاركته في جزء من الخدمات المقدمة للمواطنين.

المقدمة

لمحة موجزة عن الوزارة وأهدافها:



تأسست أول وزارة للشؤون الاجتماعية عام 1951 وضمت قسماً خاصاً بالعمال يشرف على التنظيم النقابي.

وفي عام 1960 تأسست أول دائرة للعمل تنفيذاً لأحكام قانون العمل رقم (21) لسنة 1960 حيث أضيف تسمية العمل إلى وزارة الشؤون الاجتماعية. وتقديراً من الحكومة للدور الكبير الذي تقوم به القوى العاملة في عملية التنمية الاقتصادية والاجتماعية، أنشئت وزارة العمل كوزارة مستقلة في عام 1976 بموجب تنظيمها رقم (40) لسنة 1976.



وتتولى الوزارة منذ إنشائها مسؤولية تحقيق الأهداف العامة لشؤون العمل والعمال في المملكة. ولمواكبة التطورات الاجتماعية والاقتصادية تم إصدار قانون العمل رقم 8 لسنة 1996 ووضع نظام تنظيم إداري للوزارة رقم (83) لسنة 1994 وتعديلاته.



تضم وزارة العمل حاليا (7) مديريات مركزية بالاضافة إلى (32) مديرية عمل تابعة لها في المحافظات والألوية. ولوزارة العمل جناحان مرتبطان بها هما مؤسسة التدريب المهني ومؤسسة الضمان الاجتماعي حيث يرأس وزير العمل مجلسي إدارتي هاتين المؤسستين كما تضمان في عضويتهما مندوبا عن وزارة العمل. ولوزارة العمل إشراف على التنظيم النقابي في الأردن بشقيه العمال وأصحاب العمل.



ولوزارة العمل علاقات خارجية مع منظمات العمل العربية والدولية حيث أن الأردن عضو في منظمة العمل الدولية منذ عام 1956 وقد صادق على (24) اتفاقية عمل دولية صادرة عن هذه المنظمة، وقد كان الأردن من أوائل المؤسسين لمنظمة العمل العربية منذ البدء بفكرة تأسيسها وأصبح عضوا فاعلا بها منذ أن تأسست في عام 1970. وقد صادق الأردن على (6) اتفاقيات عمل عربية .





مهام الوزارة:

    الشراكة مع مؤسسات القطاع الخاص لزيادة معدلات تشغيل الاردنيين .

المقدمة

حدد الدستور الأردني لسنة 1952 الأسس التي يقوم عليها النظام القضائي تاركا التفاصيل الى قوانين خاصة , فنص على  أن السلطة القضائية تتولاها المحاكم على اختلاف أنواعها ودرجاتها وتصدر جميع الاحكام وفقاً للقانون بإسم الملك.

وقد صنفت  المادة 99 منه المحاكم الى ثلاثة أنواع:

·            محاكم نظامية.

·            محاكم دينية.

·            محاكم خاصة.

وأوجبت المادة 100 منه على أن تُعين انواع المحاكم ودرجاتها وأقسامها وإختصاصاتها وكيفية إدراتها بقانون خاص بحيث يتم إنشاء محكمة عدل عليا وتنفيذاً لهذه الغاية فقد صدر قانون تشكيل المحاكم النظامية رقم 17 لسنة 2001 وقانون محكمة العدل العليا رقم 12 لسنة 1992.



وتنتشر المحاكم النظامية ودوائر الادعاء العام في جميع أنحاء المملكة وعددها (120)، ويبلغ عدد القضاة (716) قاضياً في حيــن يبلغ عدد الإداريين (3293) موظفا حتى تاريخ إعداد هذه البيانات.

المقدمة

أنشأت وزارة الطاقة والثروة المعدنية في أواخر العام 1984 وعهد إليها إدارة وتنظيم قطاع الطاقة بشكل يحقق الأهداف الوطنية وفي ضوء إعادة هيكلة قطاع الطاقة تم تعديل مسؤوليات الوزارة لتشمل عملية التخطيط الشامل للقطاع ووضع السياسات العامة والتأكد من تنفيذها بما يحقق الأهداف العامة لقطاع الطاقة والتي أهمها توفير الطاقة بأشكالها للتنمية الشاملة وتنظيم شؤونها وتبادل الطاقة الكهربائية مع الدول المجاورة واستقطاب رأس المال العالمي للاستثمار في هذا المجال وخاصة في مجال توليد الطاقة الكهربائية وإنتاج المشتقات النفطية ونقل النفط والغاز واستغلال المصادر المحلية للطاقة.
